Educational transformation in the era of globalization requires higher education to focus not only on the development of academic competencies but also on strengthening students' character as prospective teachers. Although numerous studies have examined character education in Fiqh learning, most have primarily focused on the implementation of character values without adequately explaining the systematic learning transformation that shapes students' character. This study aims to analyze the transformation of Fiqh learning in strengthening the character of prospective Islamic Religious Education teachers and to formulate a Character-Based Fiqh Learning Transformation Model (TPFBK) grounded in empirical findings. The study employed a qualitative approach using a case study design at the Faculty of Tarbiyah and Teacher Training, UIN Ar-Raniry Banda Aceh. Data were collected through observations, interviews, documentation, and questionnaires, and were analyzed using the interactive model of Miles, Huberman, and Saldaña, involving data condensation, data display, and conclusion drawing and verification. The findings reveal that the transformation of Fiqh learning occurs through the integration of five key components: instructional planning, learning implementation, character value internalization, learning evaluation, and a supportive academic environment. The integration of these components resulted in the development of the Character-Based Fiqh Learning Transformation Model (TPFBK), which constitutes the principal finding of this study. This model provides an implementation framework for developing Fiqh learning that integrates academic competence with character development, thereby preparing prospective Islamic Religious Education teachers who are both professionally competent and possess strong moral integrity.
